IOSsoft's staff prepared draft
documents for the Request for Proposals (RFP) and contracted for
the acquisition of a Case and Court Document Management System to
be used by the country's court system. Advised the Acquisition Committee
in the acquisition process and selection of a vendor.

Evaluation of the Bulgarian Tax Administration Department
IT Diagnostic of National Social Security Institute
IOSsoft's experts performed
an evaluation and diagnostic of the efficiency and effectiveness
of the General Tax Administration Directorate (GTAD) (10,500-person
organization) in collecting taxes in Bulgaria as well as a diagnostic
of the National Social Security Institute (NSSI) (2,700-person organization)
in collecting social contributions with the objective of a potential
amalgamation of the two entities into a Unified Revenue Agency (URA).
The evaluation measured the effectiveness and efficiency of the
two organizations in performing their core business functions, including:
taxpayer and contributor registration, tax and social contribution
declaration processing, payment recording, audit and collection
of outstanding amounts. Recommendations and a project design have
followed. The proposed modernization and amalgamation project contained
66 sub-projects for a total cost of USD $60 Million.
ROMANIA
Primary Municipality of Bucharest
IT Integration of Municipal Services and Departments
Senior staff of IOSsoft designed
feasibility study for the primary Municipality of Bucharest, which
included a system integration plan for some of the main municipal
functions like Finance Administration, Human Resources Department,
The Housing Cadastre, Electronic Archives and Road/Transportation
Administration. Drafted the necessary procurement document for a request
of proposal of USD $1.7 Million.

IT Outsourcing for the Social Security Agency
IOSsoft staff prepared draft documents
for the Request for Proposals (RFP) and contracted for the outsourcing
of technology services by the Social Security Agency of Slovakia.
Advised the Outsourcing Working Group in the assessment and selection
of an IT provider.
SLOVAKIA
Public Finance Management Reform
Consulting for Development of Training System for State Treasury Clients
Project in Slovakia
IOSsoft staff is currently undertaking
an important eighteen-month Public Finance Management Reform Project
in Slovakia. The objective of the assignment is to design and implement
a permanent training system for the employees of ST and DLMA and for
ST clients.
IOSsoft's initiatives for this
project include to propose a methodology for identification of training
needs, planning of training activities and evaluation of achieving
training goals; propose organizational structure and requirements
for internal ST capacities for implementation of a permanent training
system; identify the need for internal and external lecturing capacities;
ensure training of specialists of ST and DLMA as trainers; propose
mechanisms for retaining trained employees; elaborate a methodology
for selection and evaluation of external lecturers; supervise the
conduct of pilot trainings; elaborate methodology for financial management
of the training system; propose an information system for managing
the training process, including options for relevant software applications
for the CRM department; support the DLMA and the ST during the whole
period of the training system implementation.
KOSOVO
Social and Pension Reform
Central database structure for the Private Pension Fund Institute
IOSsoft staff evaluated and implemented
a central database structure that would allocate crediting of individual
or employee payments into a reliable and up-to-date labor history.
Developed IT vision and budget estimates (Total US$2.5 million) for
proposed IT solution. Project proposal and execution plan included
staffing, architecture and capacity. Project approved 11/2002.
MONTENEGRO
Economical and Fiscal Reform
Unified Collection Gateway
IOSsoft staff provided technical
assistance to the government of Montenegro in the establishment of
a Unified Contribution Collection System (UCCS). The project objective
was to develop an Information System and Technology Strategy - Unified
Plan to support an implementation that will allow to put in place
a modern information technology infrastructure. Capable of providing
electronic filing of tax and social contribution declarations. Concept
allows a Unified Collection Gateway which stores all individual citizens
record in a modern Data Base structure.
SOUTH EASTERN EUROPE
Privatization
Institutional Diagnostic and Evaluation, Organizational Development
for the Southeast European Electrical System Technical Support Project
The project is managed by a consortium composed of a number of firms
under the leadership of the Canadian Engineering firm SNC-Lavalin
Inc. IOSsoft staff is coordinating
this project on a regional level to ensure that the project achieves
its goal and objectives. The Southeast European Electrical System
Technical Support Project (SEETEC) has been designed to take into
account the challenges still facing the South-eastern European countries
and thus is very wide ranging and flexible in the issues it is addressing.
The following countries: Albania, Bosnia-Herzegovina, Bulgaria, Croatia,
FYR Macedonia, Romania, and FR Yugoslavia (incl. Kosovo) are assisted.
EUROPEAN UNION

Evaluation of the European Agency for Reconstruction
IOSsoft staff is presently leading
a team in charge of the evaluation of the performance of the European
Agency of Reconstruction (EAR). The purpose of the evaluation is to
inform the preparation of a proposal on the future of the Agency and
the EC's assistance in Eastern Europe. The evaluation would asses
the various alternative mechanisms for delivering EC assistance, to
explain why one mechanism is more or less effective in one area than
another, with due regard to the type of assistance provided and the
context in which it is delivered. The final evaluation report would
present findings and lessons, along with a set of detailed recommendations.
The report will serve firstly to account to the legislative authority
and wider public for the funds expended via the Agency, and secondly
to inform the preparation of the proposal on the future of the Agency.

Finance Reform
World Bank - Evaluation and Change Management of the Central African
Development Bank
IOSsoft staff was involved in
the assessment of the capabilities and capacity of human resources
available and the training they would require to be able to ensure
that the BDEAC achieves its corporate objectives. The project was
subdivided into nine specific activities:
- Assess the structure, policies, processes, administrative technology
used and the capacity available at the current BDEAC;
- Assist in developing a high level organizational chart which
will support the business plan, and which will detail the main
tasks by staff position and the qualifications and/or experience
required for each position;
- Propose criteria to ensure the effectiveness and the efficiency
of the anticipated organizational structure;
- Report on the capabilities, qualifications and potential of
existing senior level staff;
- Identify the training required to implement the approved changes
and prepare a summary of knowledge and skills that managers will
have to improve to ensure the proper implementation of the proposed
organizational arrangements;
- Propose an implementation plan for phasing in the upgraded organization
in concert with strategic plans and with the least disruption
to existing operations will also be developed and provided;
- Prepare an action plan to implement the approved organizational
arrangements for the delivery of the improved human resources
services to the organization;
- Identify resources that would be required to overcome the roadblocks
for achieving a greater efficiency and effectiveness and to modernize
the HR policies and procedures for the BDEAC to facilitate the
change management process; & Provide change management and
high level advice and support to the management on methodologies
for managing change in the organization, including the structure
and composition of the change management team and matching current
staff skills to requirements, identifying skills gaps, and completing
a training needs analysis.
MAURITANIA

Institutional Diagnostic and Evaluation and Organizational
Development of the Ministry of Post and Telecommunications - Privatization
and Restructuring Programme (Mauritania). The primary objective of
this assignment was to implement effectively the split of the Post
and Telecommunications utility organization into two separate entities
and restructure the Postal sector to improve its efficiency, productivity,
and financial capacity.
IOSsoft's responsibilities included
undertaking a full organizational diagnosis of the Postal and Telecommunications
Company (OPT) and making recommendations, developing an organization
chart for each of the two new entities (MAURIPOST and MAURITEL), providing
suggestions and defining methodologies to the Government on how to
deal with the human resources and distributing the staff of the OPT
to MAURIPOST and MAURITEL, developing a new salary policy, developing
a training programme for MAURIPOST and drawing the staff statutes
and governing rules for each of the two new entities.
MAURITANIA
Privatization
Organization and Human Resource Management, "MAURITEL" (The Newly
Created Telephone Company of Mauritania)
The objective of this engagement was to develop short, medium, and
long term plans for the human resource development of the employees
of this newly created company. Being that the Company was going to
be partially privatized, IOSsoft
staff prepared a document describing the state of the present human
resource management at the company and a diagnostic on the readiness
and ability of the present employees to embark upon a reform and restructuring
process. Recommendations were prepared on the future career development
and training needs of the employees. The report was submitted for
the information of potential buyers of MAURITEL. |
